NORTHEAST BOUNDARY TUNNEL – UTILITY RELOCATIONS (DIVISION U)
The Northeast Boundary Tunnel (NEBT) project comprised a system of tunnels and diversion sewers for the capture of combined sewer overflows, mitigating sewer flooding and improving the water quality of the Anacostia River. The water captured by the NEBT tunnel will flow to the DC Water’s Blue Plain Advance Wastewater Treatment Plant for treatment prior to discharge to the Anacostia and Potomac Rivers. The NEBT project consisted of two phases: utility relocation and then tunnel construction.
Fort Myer was responsible for the first phase involving relocating existing water, sewer, gas, electric and communication services at eight locations. Also included was relocation of traffic signal and street light lines to be placed underground. This work also minimized utility conflicts, restoration costs, ensure the future tunnel contractor will have utility-free areas and assist with expediting the tunnel construction.
Project Significance
This project involved an extraordinary amount of public outreach and collaboration between DC Water and FMCC. During the utility relocation phase, maintaining relationships and diligent coordination was essential to ensure the success of the project. Since many residents, businesses and commuters were affected by the construction due to utility disruption and traffic lane closures. Fort Myer and DC Water worked closely together to notify, educate and engage impacted individuals and businesses on the progress and effects of the project.
